Do the quantities of surplus food recovered keep up with the increased demand for food from charities? Do we innovate and double-down our efforts and focus on securing even more of the surplus food that would otherwise go to waste? Do we pivot our organisation’s mission and focus more on the social issue of material deprivation than the environmental issue of food waste? Or does this crisis mean we are being driven to rethink the core values – giving, sharing, European solidarity, and fighting food waste – of Food Banks today?

The European Food Banks Federation brought the right top thinkers together in Madrid for the FEBA Annual Convention 2023, which was organised in collaboration with Federación Española de Bancos de Alimentos (FESBAL) on 27-29 September 2023.

Ruth Paserman
An economist, Ruth Paserman joined the Commission in 1993. She has since worked in a number of services: Eurostat, DG Employment and Social Affairs, DG Competition, DG Enterprise and Industry. She was also member of cabinet of Vice-President Tajani, Vice-President Dombrovskis and deputy Head of Cabinet of Commissioner Thyssen. Since November 2020 she is Director for Funds Programming and Implementation in DG Employment, Social Affairs and inclusion. She is responsible for the legislation, policy development and coordination of implementation of the funds managed by the DG (ESF+, EGF, Invest EU social window), as well as for the social economy and better regulation.

About the European Food Banks Federation
The European Food Banks Federation (FEBA) is a European non-profit organisation that works in collaboration with 24 Full Members and 6 Associate Members in 30 European countries. Since 1986, FEBA’s mission consists in representing its membership at the European and international levels; supporting and strengthening Food Banks in Europe by providing training, sharing best practices and knowledge, establishing partnerships; and fostering the creation and development of new Food Banks. FEBA brings together a network of Food Banks which are committed to preventing food waste and reducing food insecurity.
In 2022, the 351 Food Banks belonging to our membership redistributed 876,316 tonnes of food to 44,884 charitable organisations providing food assistance to 12.4 million most deprived people thanks to the professionalism of 97,940 co-workers (93% volunteers). In addition to surplus food from the food supply chain, FEBA Members also redistribute food financed through EU (Fund for European Aid to the Most Deprived, REACT-EU) and national programmes and the EU Fruits and Vegetables withdrawal scheme, as well as from individual and corporate food collections
About Federación Española de Bancos de Alimentos
Founded in 1995, Federación Española de Bancos de Alimentos (FESBAL) is made up of 54 associated Food Banks covering all the territory of Spain, promoting their fight against hunger, poverty, and food waste. In 2022, over 3,200 regular volunteers belonging to the network of Food Banks redistributed 151,684 tonnes of food to 6,919 charities that supported 1,246,106 people in need.
